Paypal express is an express option that bypasses the cart billing shipping method.

If you want customer to use the cart billing & shipping method and then send the customer to Paypal for payment you will use the "paypal.com" payment method in your cart "Payment Methods" settings.

If you want customers to remain on your website for Paypal payment you will use the "Paypal Pro Gateway", which means you have already setup a "Paypal Pro" account at Paypal.
